First Street Streetscape
This project transformed Livermore's First Street from a 4 lane road to a 2 lane pedestrian friendly experience. Residents overwhelmingly approve of the result. The process involved several community meetings.
Parking availability worsened after the project was complete. The number of spaces was increased by design, but not by enough to accommodate the additional visitors attracted by the new surroundings.
The project was fully funded for the capital improvements, but not for ongoing expenses. After it was completed, a great deal of consternation ensued when it was revealed that annual maintenance costs would quadruple, and taxes had to be raised to cover the shortfall.
