In August 2016, Owens drive was reduced from 3 eastbound lanes to 1 eastbound lane between Willow Road and Iron Horse Trail. This was done to create public diagonal parking in the existing street right of way in conjunction with the new apartments that were built at the same time. This project was approved several years prior. Traffic backups have been observed as a result.

The same lane configuration change will be applied in the opposite direction when housing is built in the current BART parking lot, which may not happen for several years.
